ISLAMABAD, October 07 (Online): Ruling PML has emerged victorious striking clean sweep in the third phase of country wide local council elections amid reports flowing in from all over the country that ruling party and its coalition partners sponsored candidates have grabbed majority of seats including nazim ship of district Rawalpindi, Karachi, Attock, Rahim Yar Khan, Lahore, Chakwal and other districts.
According to unofficial results, in district Rawalpindi, ruling PML have achieved thumping victory with its candidates Raja Javed Ikhlas, Sheikh Rashid Shafiq and Raja Hamid Nawaz capturing the slots of district Nazim, Rawal town nazim and Potohar town nazim respectively. PML backed candidates sweep in 3rd phase of LG in Distt Rawalpindi.
The candidates backed by ruling PML won the ground in the final phase of LG polls from District, Tehsil and Town slots in district Rawalpindi.
However, candidate of the ruling party faced defeat at hands of an independent candidate from Murree Town.
In the district Rawalpindi, one to one contest between the candidate of the ruling party, Raja Javed Ikhlas and former district Nazim, Raja Tariq Kiyani was held where in Javed Ikhlas by getting 1268 votes stamped his victory while Tariq Kiyani received only 827 votes.
For the Nazim slot in Rawal Town, opposition faced defeat due to unavailability of the unanimous candidate for Nazim slot in Rawal Town and Sheikh Rashid Shafiq won with heavy majority vote. He got 262 votes while his opponent Sardar Naseem got 138 and Mian Khurram Rasool of PPP got 168 votes
Hamid Nawaz Raja, candidates of ruling party from Rawal Town won by getting 306 while his opposition candidate Mukhtar Abass got 120 votes.
Similarly, in Rahimyar Khan district PML backed contender Rafiq Haider Laghari has bagged thumping victory by defeating his rival aspirant supported by PPP Azhar Khan Laghari.
In Tehsil Murree Town, candidates of ruling party, Elmas Abbasi was defeated by an independent candidate, Saradar Saleem where in Sardar Saleem got 120 votes while the Elmas Abbasi received 78 votes.
In other areas of District Rawalpindi such as Kahota, Tariq Murtaza, candidate of the ruling party got 96 votes, Shehzad Niamat Satti got 74 votes, Siddiq Khan of Taxila got 87 votes while Azam Chaudhry also succeeded from Gujar khan.
Provincial Minister for Rural Development Mohammad Basharat while giving a briefing at Dahmiyal House here Thursday dubbed the success of the ruling party candidates as trust on the policies of President General Pervez Musharraf.
He maintained that majority success of the ruling party candidates has proved that PML has transformed the claims of the public service into reality.
Minister also said that Raja Javed Ikhlas won in district, Rashid Shafiq in Rawal Town and Hamid Nawaz Raja in Potohar including the victory of PML backed candidates in the all tehsils and towns of the district.
He vowed that success of the PML candidates in district Rawalpindi would usher an era of economic development and public service.
Similarly, in Chakwal the PML supported aspirants Sardar Ghulam Abbass has secured district Nazim Chakwal seat as he defeated his rival candidate Senior Vice President of PML and former Federal Minister Lt. General (Retd) Abdul Majeed Malik by the margin of 133 votes.
PML backed candidate for the slot of district Nazim Attock Maj (Retd) Tahir Sadiq has been elected for the second time. Qazi Khalid Mehmood Jatial of major Tahir group has won the seat of Tehsil Nazim for the second time. Qazi Khalid Mehmood has been elected as Tehsil Nazim Tehsil Attock, Tahir Kheli as Tehsil nazim Hassan Abdal, Raza Khan Behboodi as Tehsil Nazim Hazroo, Manzar Umeed Khan as Tehsil nazim Jand and Malik Liaqat Ali as Tehsil Nazim Pindi Gheb and Arjmand as Tehsil Nazim Fateh Jang.
City Nazim Karachi seat has gone to Mustafa Kamal , Haq Parast group and former city Nazim Niamatullah has been defeated.
Ghulam Ali has clenched the nazimship of Peshawar.
The race for Nazim Peshawar slot, has been won over by the jointly fielded candidate of JUI (F), PPPP, PPP (Sherpao), PML(N), and PML (Q) Hajji Ghulam Ali.
He has defeated the joint candidate fielded by JI and NAP Haroon Bilour by 88 votes.
In Tehsil Gujjar Khan, government backed candidate Chaudhry Muhammad Azim Of Thati has defeated independent candidate Raja Shaukat Aziz Bhatti with 51 votes while ARD candidate Raja Hamid advocate secured 70 votes.
In Tehsil Sangla Hill, ARD backed candidates Tahir Muninr Cheema got victory and got elected as Tehsil Nazim, Mian Shahid Haider s/o Federal minister for Railway secured tehsil Shakot Nazim slot, Rafaqat Ijaz w/o Provincial Minister for Forest Ijaz Ahmad had been elected as Tehsil Safderabad Nazim, in Norpoor Thal both candidates advocate Tahir Raza Baghor and Alhaj Malik Syed Rasool Salhsal got equal votes 60, 60 while on women reserved seats Samina Iqbal got victorious position securing 37 votes, runner up Hakan Bibi with votes 29 while Nasim Akhtar got third position with votes 28, Malik Hussain Borana advocate secured 55 seats and succeeded on labour seat.
In Chishtian Haji Muhamamd Akram secured 200 votes and elected as Tehsil Nazim. Malik Abdul Ghafar remained runner up in the contest by securing 168 seats.
In Tehsil Chiniot, PML backed candidate Sahebzada Haider Sultan is elected district Nazim while Syed Zulfiqar Ali Shah elected as Tehsil Nazim Chiniot by 396 votes while his rival candidate Sahebzada Haider Sultan. ARD backed candidate Sardarzada Zafar Abbas Syed remained runner up with 101 votes
In Shangla, Khushal group candidate Dr. Abdullah brother of Engineer Amir Muqam has been elected as district Nazim, Khushal group candidate Muhammad Ali Khan elected as Tehsil Porn Nazim while in Tehsil Puri Islami Quami Ittihad backed candidate Tayyab Khan elected as Tehsil Nazim, In Tehsil of the elected as Ruling party candidates of PML dominated in the third phase of LG polls round the four provinces in country on previous day.
Polling for the third phase of LG polls were held in 498 districts, Tehsils and towns where in 1887 candidates for Districts, Tehsil and Town Nazim slots participated in the polls.
Polling was held peacefully and no complaint of unpleasant incident was registered.
Some 8801 women candidates for the 2027 reserved seats of women, some 2141 minority candidates for reserved 759 and 5624 candidates for 759 seats participated in the election.
According to unofficial results in the district Nazim election in Karachi, former district Nazim Nihmatulah has lost District Nazim slot where as candidate of Haq Prast Group, Mustafa Kamal succeeded.
Niaz Hussain succeeded from District Khairpur. While Nasir Hussain of Khushhal Group succeeded against Awais Qadir Shah in district Sukhar.
The unanimous candidate of JI and ANP Haroon Bilor lost the election while Ghulam Ali stood to victory in Peshawar. In district Mardan, combined candidate of JI and ANP Himatullah Miyar defeated Jalil Ul Malik.
In district Abbottabad, ruling party Sardar Haider Zaman defeated Javed Abbasi In district Thatta, Syed Shafqat Sherazi defeated Imtiyaz Qureshi of Awam Dost Group. Muhammad Bux Nareejo of PML-Q defeated Moazam Abbas in district Larkana.
In district Quetta, Mir Maqbool Lohri was declared City District Nazim while in District Sanghard Haji Khuda Bux of Haq Prast Group succeeded for DN while Khadim Hussain met failure.
Ali Gul Murree, an independent candidate defeated Muhabbat Khan in district Kohlo. Saeeda Soomro, ruling party candidate from district Jakababad defeated Abdurahim Khoso. While in the district Kashmoor, ruling party candidate sardar Saleem Mazari succeeded against Mir Shabir Ahmad Bajrani.
Mir Niamatullah Zehri succeeded in district Qalat. In district Ummar Koat, Faqir Muhammad Jin succeeded. In district Badin, PML-Q candidate Anwar Halipota stood victorious.
In district Khuzdar, Sardar Naseer Mosyani of Mengal Group succeeded. Khair Jan Bloch from Ditt Auran, Moulvi Habir Ur Rehman of PML succeeded in district Zob.
Mian Abdul Ghafoor Kalmati defeated Mehr Jan Noori in district Qila Saifullah while Mian Abdur Rauf Rind got success against Mullah Barkat in district Kach Turbat. Taimour Shah in district Moosa khail, while Habib Ur Rehman succeeded in district Barkhan.
Mian Faisal Mukhtar Sheikh of PML-Q defeated Imran Dogar in Multan District City.
Ruling party candidate Col. (r) Ghulam Rasool Sahi was defeated by Rana Zahid Toseef, candidate of ARD, for DN slot in city District Faisalabad.
In District Gujranwala, Fiaz Chatah of PML-Q succeeded while Ch Abdullah Virk of ARD lost the DN slot. Ch Shafqat Hussain of PML-Q succeeded while Tahir Ul malik was defeated.
Ruling party candidate Rana Imtiyaz Khan was defeated by Rana Muhammad Hayat Khan, a candidate of ARD in district Kasoor.
Yousaf Ayub Khan succeeded in district Huripur. Mukhtar Ahmad Khan defeated Ubaid Ur Rehman of MMA in district DI Khan. Pir Murtaza Ullah of PML-Q succeeded in district Nankana Sahib.

Similarly, Ihsan Bacha of Khushal group, Shaukat Hayat Bosan from Bosan Town Multan and government supported aspirant Mian Jamil Zahid have came out victorious from Mumtaz Abad Town Multan.
From tehsil kingr Khairpur Doost Group Zahiruddin has defeated Syed Aftab and Tahir of tehsil Khairpur has defeated Amjad Shah. From the district of Umarkot , the seat went to Functional League's Faqir Muhammad , and district Badin elected the official candidate, Ali Anwar Halipota. From the district of Lakki Marawat the winning seat went to the official candidate , Humayun Saifullah, who defeated his rival Naseer Muhammad Khan of the ARD.
From the district of Rajanpur , victory went to barrister Ali Raza Dareshak, who defeated his rival, Khawaja Ghulam Farid Goreja. From the district of Rahimyar Khan , the official candidate , Rafiq Haider Leghari defeated his rival , PPP's Azhar Khan Leghari. From Bhakkar , Akbar Hameed noni and Mian Mumtaz from Bahawalnagar also succeeded. Similarly Riaz Asghar Chaudhry from Mandi Bahauddin , Tariq Cheema from Bahawalpur , and Karim Ali from Dadu were declared successful.
Successful candidate From Attock district was, Maj(R ) Tahir Sadiq , Chaudhry Farrukh Altaf from Jhelum , and Wali Ghulam Haider from Liyyah district. Charsadda district elected Naseer Muhammad Khan, Vihari voted in Shahid Naseem Mehdi, and Kanwar Naveed from Hydrabad. The winner from Dera Ghazi Khan was Sardar Maqsood Leghari of the ARD forum.
From the Toba Tek Singh district the winner was Chaudhry Abdul Sattar , Rai Hasan Nawaz from Sahiwal, JUI's (F) Azam Khan Durrani from Bannu, and Rana Muhammad Hayat from Patoki. From the district of Bonair , Zar farosh Khan , and in Swat the official candidate Jamal Nasir defeated Malik Sardar Ali. From the district of Khushab , the winning streak went to Malik Ghulam Muhammad Noni, Jamshooro voted for Malik Asad Sikandar, from Juharabad Ghulam Muhammad Tiwana from the Awami group defeated Shakir Bashir Awan of the Awan Group.
From district Karak , success went to Rehmat Salam Khattak, and district Tank voted , Riaz Khan Kundi , in . From Bolan , Mir Sardar Khan Rand, Ahmad Yar Haraj from Khanewal , Rao Naseem Khan from Pak Pattan , and Abdul Qayum Khan Jatoi from Muzaffargarh. Dr Niamat Ali Javed from Narowal , Gohar Muhammad Khan Bangash from Kohat , Syed Muhammad Ali Shah from Khushal group of Mutiari district , and Mir Abdul Ghafoor of Gwadar district.

Tehsil Nazmeen: The winners according to unofficial results in this category include, Makhdoom Altaf Shah of Pahapur defeated Jehanzeb Khan, Tahir Khan defeated Imran Mian Khel of Daraban Tehsil, Sameen Ullah of Tehsil Kalachi defeated Umer Amin Gandapur, from district Purwah Fakharullah Mian Khel defeated Sardar Imtiaz Baloch , and from Dera Ismail Khan Sardar Fateh ullah Mian Khel defeated Maj ( R ) Latif ullah Alizai.
Similarly from Tehsil Talka Kankar , Muhammad Jam Memon defeated Dr. Mir Amanullah Talpur , from Tehsil of Lakki Marwat ARD's Faridullah Khan defeated MMA's Asif Nawaz, and tehsil Murree's independent candidate Sardar Saleem defeated the official candidate , Almas Abassi.
Others who won included , the official candidate from Kahuta Tariq Murtaza, Shazad Niamat Satti from tehsil Kotli Saeetan, Siddiqui Khan from tehsil Taxila, Suhail Ashraf from tehsil Kallar Saidan, Azeem Chaudhry from tehsil Gujar Khan, and Muhammad Javed from tehsil Quba. Meanwhile, Chief Election Commissioner Justice Abdul Hamid Dogar has said local council polls have been held in peaceful manner in the third phase and no report of rigging has been received from any part of the country.
He said this while talking to the journalists on the occasion of his visit to polling station here Thursday. Chief secretary Balochistan, KB Rind, DCO Rao Shakil Ahmad, provincial home secretary, Muhammad Humayun Khan and other senior officers were also present on the occasion.
Chief election commissioner held that local bodies polls were being held on non party basis and all the candidates had adhered to rules and regulations of elections. The voters are allowed to cast their votes after complete checking of computerized identity cards issued by NADRA, cards issue by the election commissioner in order to ensure transparency in the poling process.
Responding to a question he said that opposition had not boycotted meeting with him in the past on the eve of his visit to Balochistan. Poling remained peaceful in the third phase like the first and second phase of LB polls.
The arrangements made with reference to security are appreciable and I am fully satisfied with them, he remarked.
Federal secretary election commission noted the polling were held all over the country including Balochistan in conducive atmosphere. Voters turn out has remained good in the third phase of elections.
He said this while talking to the journalists during Chief Election Commission visit to Quetta.
He told the chief election commissioner himself has visited Quetta, Lahore, Nawab Shah and Karachi to review election arrangements and no complaint of any rigging has been received from any where.
Vote casting process remained very slow in the early hours on Thursday. The candidates were seen coming in and out of the polling stations in bewilderment. A woman candidate of city council, started canvassing a polling officer taking him for a voter.
Much rush was witnessed in polling camps which were set up by different candidates at some distance of polling stations wherein meals and eatables were served in abundant.
PPP writes to CEC regarding rigging in Rawalpindi during LB polls
Kamran Zafar, Member, Central Monitoring Cell, Awam Dost Group has informed the Chief Election Commissioner about the acts of rigging and the interference of the federal ministers including Sheikh Rasheed Ahmed whose nephew Rashid Shafiq is contesting for the Nazim in Rawal Town in the local bodies elections and asked him to take immediate actions.
Kamran Zafar in one of the two separate letters addressed to the Chief Election Commissioner wrote "At least three ministers of the ruling party namely Sheikh Rasheed Ahmad, Minister for Information and Broadcasting, Mr. Ghulam Sarwar Khan, Minister for Labour and Manpower and Raja Basharat, Provincial Minister for Law and Local Bodies are present and going around different polling stations in Rawalpindi, along with their henchmen and local administration, with a view to intimidate the councilors. The voters are being threatened with dire consequences, in case they do not vote for the Establishment-backed candidates. The tactics being used by the ruling junta negates the electoral laws and amply demonstrates their fascist tendencies".
He further wrote "We have tried to draw your kind attention innumerable times towards the state of affairs prevailing in different cities of Pakistan ever since the 1st phase of Local Bodies Polls was launched, but unfortunately the Election Commission has not risen to the occasion and emboldened the Establishment to intensify its 3rd degree methods in order to win the elections. It is high time that the Election Commission should take cognizance of the blatant violation of electoral laws and direct the Government functionaries and ministers to desist from the shameful and naked aggression which they are exhibiting in the polls in Rawalpindi, today".
In the second letter he wrote, "In continuation of my earlier fax message submitted to you in the morning, today, permit me to state that the interference by the federal and provincial ministers and the local administration continues unabated. Not only that, Mr. Rashid Shafiq nephew of Sheikh Rasheed Ahmad, Federal Minister is demanding from the voters that they should show him the stamped ballot paper. This is being done with the connivance of the Presiding Officer at Divisional Public School, Shamas Abad, Rawalpindi. The above is being brought to your notice for taking immediate cognizance before it is late in the day".
